Good Neighbor Agreement
Between Just Compassion of East Washington County and the Tigard Community
Just Compassion of East Washington County (JCEWC), which operates a low-barrier shelter at 12280 and 12264 SW Hall Blvd, Portland, OR 97223, is a non-profit organization that addresses the needs of individuals experiencing houselessness by providing shelter, resource navigation, and wraparound services. JCEWC owns and operates its Tigard Shelter. Additionally, JCEWC works in partnership with the City of Tigard and Washington County to provide immediate relief through supported housing services.
1. Introduction
Parties to the agreement: Parties to this agreement include all residences, businesses, and other local non-profits living in the immediate vicinity of JCEWC’s Tigard Shelter. These parties are hereinafter referred to as Community.
Boundaries of this agreement: To best serve the Community, JCEWC will use a combination of street outreach, law enforcement, and shelter staff to respond to situations regarding Shelter guests.
Purpose, Assumptions, & Goals: The agreement will prioritize neighborhood safety and access to services. Inherent in this agreement is the assumption that all parties have certain basic rights, including: all neighbors have the right to feel safe and welcome, and all neighbors have the right to access available community resources, services, and public facilities.
2. Mutual Goals
All parties in this agreement share common goals, which include:

Maintain a peaceful, safe, and clean neighborhood.

Share open and honest communication.

Help each other address concerns and solve problems.

Offer public service for the benefit of the Community.

Respect others and their properties.
-
Allow members of the public to safely receive services.
3. Safety
JCEWC understands that safety and security are essential for residents to live peacefully, free from harm, and for neighborhoods to remain desirable and attractive. To promote safety and security for all residents of the Community, JCEWC will provide the following:

Promptly investigate all concerns expressed by the Community regarding guest behavior, including drug and alcohol use within the Boundaries of this agreement.

Coordinate with street outreach teams, community intervention services and Tigard Police Department to engage with neighbors (housed and unhoused).

Strictly enforce the guest guidelines with all Tigard Shelter guests.

Contact the Tigard Police or TVFR for all emergencies.

Refer that when participants are negatively exited from shelter Tigard Police Department is informed of the exit based on the agreement Program Exits and Law Enforcement Notification Policy made with the help of Tigard Police Department.
4. Property
JCEWC acknowledges that its property and the property of the Community, need to be presentable to achieve economic desirability. JCEWC will ensure the following, if applicable to shelter guests and within the law:

Ensure that JCEWC’s shelter and property are kept in good condition, free of trash and waste, and in coordination with the City of Tigard.

Provide oversight of JCEWC’s property, Tigard Business Park and surrounding areas. JCEWC will conduct regular walk-arounds and enforce smoking restrictions, noise, trash, and camping rules. Staff will be identified with jackets or vests to indicate presence.

Prohibit camping on the shelter grounds and discourage it on adjacent shelter property in accordance with State laws. JCEWC will collaborate with the Tigard Police Department for enforcement.

Limit vehicles on-site to enrolled guests, staff, and other support for the JCEWC shelter. JCEWC will prohibit vehicle camping on the property and adjacent streets in accordance with State laws. JCEWC will collaborate with the Tigard Police Department for enforcement. JCEWC Staff will actively refer individuals living in vehicles to Safe Parking Programs.
5. Guest Guidelines
Individuals have the freedom to act as they please, so long as those actions are lawful and do not harm others or infringe upon their rights. JCEWC staff are responsible for informing all guests of the JCEWC’s guidelines. Violations will result in consequences ranging from written warnings to suspension from program services.
6. Communication
JCEWC acknowledges the importance of developing and maintaining a direct line of communication with the Community. When the Community expresses concerns, JCEWC will respond promptly and in the following manner:

Upon notification of a concern, JCEWC will determine if the concern is an emergency (defined as a grave or imminent threat to the health or safety of any person), in which case, JCEWC staff will contact emergency services or law enforcement. Afterwards, JCEWC will inform the Community of the incident and refer to any reports by emergency services.

If JCEWC staff determines the concern is not an emergency, JCEWC will review the issue, gather additional information as needed, and develop a plan to resolve the concern. Furthermore, JCEWC will provide the Community with updates.
